IPower LLC has transferred project documentation for the State ecological expertise
IPower LLC has transferred project documentation for the construction project of Battery plant IPower LLC with its own boiler on natural gas, address: Brest district, of FEZ "Brest", region "Airport". Adjustment" for the passage of the state ecological examination in the INSTITUTION "Republican centre of the state ecological examination and improvement of professional skill of executives and experts of Ministry of natural resources".
Project documentation was developed by Agropastoral LLC in 2016-2017 scenario with minimum impact on the environment, without taking into account the worst possible conditions. In the project documentation discussed the operation modes of the equipment (including gas cleaning) with a maximum cleaning efficiency (99.9%). In accordance with this scenario, the project is reasonably designed and made as the standard of permissible emissions of lead and its compounds, the value at the level of 3.05 kg/year.
Construction Project "Battery plant IPower LLC with its own boiler to natural gas, address: Brest district, of FEZ "Brest", neighborhood "Airport" public educational INSTITUTION "Republican centre of the state ecological examination and improvement of professional skill of executives and experts of Ministry of natural resources (hereinafter Centre environmental impact assessment) approved by positive conclusion of state ecological expertise from 26.05.2017 No. 759/2017.
Later in the Project documentation was clarified and detailed the impact of the building on the environment. A centre for environmental expertise issued a positive conclusion of state ecological expertise (from 18.01.2019 No. 270/2019) in terms of changes (changes No. 1) in the project documentation related to the clarification of the impact of the future plant on the environment.
Commissioning work at IPower LLC completed on 29 March 2019. As 16.06.2019 of the 22 emission sources, determinetary a Centre for environmental expertise for control purposes when making the plant, not confirmed by the project performance standards for allowable emissions in the ratio of 1 (one) source of emissions (area of pastoralisme, the source release No. 20, go as-1). As a result, a Centre for environmental expertise, the decision on refusal in the administrative procedure on issuing the decision for the further acceptance of a battery factory in operation.
IPower LLC changed the General designer. New General designer: NPF Ecology LLC, corrected the calculations on the impact of the projected production on the environment. It was clarified the modes of production sites and process equipment.
The maximum amount of emissions, surface concentrations of all pollutants (including lead and its compounds) do not exceed maximum permissible concentrations (MPC) established as valid in the Republic of Belarus. The greatest possible volume of emissions of lead and its compounds is 29 kg/year and the maximum surface concentration in a nearby village does not exceed 7% of the established maximum permissible concentrations for atmospheric air. To assess the safety of proposed design solutions were assessed the health risk, the results of which show a fivefold margin of safety of the project.
In accordance with the decree of the President of the Republic of Belarus data during a visit to Brest, IPower LLC 29.12.2019 posted notification procedure of the public ecological expertise (pee) Project documentation. During pee public predstavlyalosü the opportunity, with the assistance of independent experts, to evaluate compliance with the revised project documentation at the battery plant, the requirements of the legislation of the Republic of Belarus on protection of environment and rational use of natural resources.
January 15, 2020 IPower LLC has received two declarations of intent to hold pee from three citizens of the Republic of Belarus of Skrabutan E. L., Akaluka D. V., Moroz V. N. For transmission to the initiators were given a complete set of Project documentation in accordance with paragraph 3.9 of the Unified list of administrative procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs.
The pee initiators of Bekalu D. V. and Moroz V. N. from receipt of Project documentation refused. IPower LLC has organized the process of transferring project documentation to them - three times.
Skrabutan E. L. package of documents for the OEE adopted, however, on 24 February 2020, he wrote a letter to the customer OEE stating that the statutory period of public ecological examination was not performed. In accordance with the requirements of the legislation of Skrabutan E. L. was returned to the IPower LLC Project documentation received for the conduct resulting OEE.
In connection with the actual conduct not the initiator of the public environmental review, IPower LLC transferred to project documentation for the construction project Battery plant IPower LLC with its own boiler on natural gas, address: Brest district, of FEZ "Brest", region "Airport". Adjustment" in the center of the environmental review for the State ecological expertise.
In the course of the State ecological examination is the compliance of design decisions with requirements of environmental legislation of the Republic of Belarus.
